Scope of Works
- Production and placement of radio advertisements for BASICS-II Project in Benue and Kogi States Under BASICS-II in Nigeria
Project Background
- CRS is implementing the Development of Commercial Seed Entrepreneurs (DCSE) component of the 2nd phase (2021 – 2025) of the project (BASICS-II) being led by IITA to be implemented in Nigeria and Tanzania. BASICS-II covers the entire cassava seed value chain, ranging from breeder to farmer seed.
- The project’s vision is to provide farmers with access to affordable, quality-assured seeds of the cassava varieties in demand by local food and processor markets through the establishment of a commercially viable seed value chain operating across breeder, foundation, and commercial seed levels.
- This value chain will enable more efficient dissemination and adoption of new varieties to improve productivity, raise incomes of cassava growers and seed entrepreneurs, enhance gender equity, and contribute to inclusive agricultural transformation in Nigeria and Tanzania.
- The DCSE component of the BASICS-II project which is being implemented by CRS will include the aggregation of CSEs and cover production and marketing of certified planting materials of improved cassava varieties to farmers within and outside of Kogi and Benue states. In implementing the componet, CRS will identify, train and work with the Cassava Seed Entreprenures (CSEs) to plan and organize their seed production and marketing activities.
- They will be supported to be organsied as formidable Seed Entrepnuers Networks (SENs) operational in the implementation states. The strategic objective of the DCSE component for Nigeria is to more than double the number of decentralized, commercially viable seed enterprises in Nigeria, while they increase in average size and aggregate into associations to facilitate marketing, quality control, and other services.
Primary Purpose
- Part of the project’s objectives is to improve the livelihoods of Commercial Seed Entrepreneurs (CSEs) via the use of improved cassava varieties. One of the visibility and awareness creation strategies adopted by the project is the use of radio jingles.
- The jingles will be aired in English, Idoma, Tiv, Igede, Yoruba, Igala, Ebira and Pidgin as appropriate on major radio stations in Benue and Kogi States. This is aimed at increasing demand and market opportunities for CSEs.
Specific Objectives / Tasks
- The key objective of this assignment is to produce the radio Jingles and work with various radio stations in Benue and Kogi States to air them in English, Idoma, Tiv, Igede, Yoruba, Igala, Ebira and Pidgin.
The specific objectives are to:
- Produce and place jingles in English, Idoma, Tiv, Igede, Yoruba, Igala, Ebira and Pidgin languages in relevant radio programs/stations between August and September 2022
- Provide a media plan with details of the slots, frequency and AAA time belts for airing the jingles per language
- Provide details of the radio stations which would air the radio jingles
- Organize three to six 30 minutes interactive live and/or recorded radio program in English with phone-in option in at least two radio stations with adequate coverage of the state
- Monitor the airing of the radio jingles and provide documented audio evidence of such.
Expected Deliverables:
- Radio jingles in MP3 version in English, Idoma, Tiv, Igede, Yoruba, Igala, Ebira and Pidgin languages.
- Radio jingles are aired on relevant radio stations and three to six editions of 30 minutes interactive live and/or recorded radio program is organized.
- Media plan with details of the slots, frequency and AAA time belts for airing the jingles per language
- Documented evidence of payments for jingles and the implementation of the media plan
Management and Logistics:
- The Consultant will work with the BASICS-II Project State Program Manager. CRS will take care of acceptable travel and accommodation of the consultant for the purpose of the consultancy where necessary. Where a third-party would be involved outside of the agreement, the consultant will bear the cost of such services contracted by her/him.
Methodology
- The Consultant will develop and use the scripts already provided in a marketing communications strategy for the production of the jingles in English. The script will be properly translated into Idoma, Tiv, Igede, Yoruba, Igala, Ebira and Pidgin languages.
Duration:
- 15 working days between 24th July and 31st August 2022.
Required Qualifications
- The Consultant (Female or Male) MUST have track record of experience in production of similar jingles, translation into languages and the placement and monitoring of such in relevant media.
Payment Terms
The Consultant will be paid as follows:
25% | Upon signing of agreement |
30% | Production of acceptable jingles in MP3 format |
30% | Placement of jingles and radio programs |
15% | Submission of evidence of airing on agreed radio stations. |
