The legal frameworks exist. The National Tobacco Control Act (2015) provides a strong national foundation. Oyo State passed a Bill in 2016 regulating smoking in public places. Yet, implementation gaps remain wide.

The problem is not legislation. The problem is financing.

Oyo State has laws. What it lacks is predictable, sustained financing.

Without a dedicated budget line:

  • Enforcement logistics remain underfunded.

  • Public awareness campaigns are inconsistent.

  • Cessation services are limited at Primary Health Care levels.

  • Monitoring and compliance systems are weak.

Laws without funding are symbolic. Budgets determine priorities.
